Hi, The first time ICANN rejected .xxx, years ago-- they also 
rejected 2 or 3 proposals for a .kids TLD at the same time. ICANN 
rejected both ideas -- one reason was because they didn't want to get 
sued if a predator got to a kid on a supposedly kid-friendly .kids 
site. Same deal with .health that WHO proposed, I believe-- afraid to 
get sued if bad health advice were given at the supposedly vetted 
health sites.

So... US Congress went ahead and mandated a kids.us. secondary in 
2003. Spectacular flop. So restrictive that they can only link to 
each other. There are less than 30 sites in there last time I 
checked. I reviewed them all  last year
