[alac] telefon conf and reports

Based on the responses to date, it appears that 16 August is the best 
date for the rescheduled ALAC telefon conference call, as no one 
objected to this date. Bruce will arrange the call the same time as the 
last 13:00 UTC.

Please remember: Reports from liasons (Board, GNSO, WHOIS, IDN, WIPO 2, 
CCNSO) should be given written a week in advance by the 10th of August.
