[alac] Resend / without the digital signature

After I finish my term as GNSO Liaison at the close of the Sao Paulo
meeting, I'd like to spend some time, if needed, on the formation of the
North American RALO. I can't find much on the current status of this effort.
Can someone point me in the right direction? Thanks,
