I take issue with your assertion that "the recommendations were promulgated
to an uninformed and inattentive GNSO Council." The Working Group thoroughly
discussed these recommendations with technical experts and as a whole before
completing its work, and did not simply pass along the subgroup's
recommendation without review. The RN WG recommendations were discussed by
the GNSO Council during the ICANN meeting in Lisbon, and revised prior to
the ICANN meeting in San Juan. The final report was discussed in the public
GNSO Council meeting in San Juan. The staff implementation report was
discussed by the GNSO Council in its call of 20 September 2007.

 

I suggest you read the final report of the RN WG
(http://gnso.icann.org/issues/new-gtlds/final-report-rn-wg-23may07.pdf),
which states that the subgroup also included members from the IPC (Greg
Shatan), Registrars Constituency (Jon Nevett) and NCUC (Victoria McEvedy,
although she withdrew from the WG in April 2007), along with members from
the BC. The WG as a whole included members and observers across the spectrum
of ICANN's constituencies and supporting organizations. 

 

There will also be opportunity to discuss the recommendations in the public
forum in Los Angeles.
