The following is an addendum to my earlier comments on recommendation 7.
In the more general case, the concept of "consultation" must be
enlarged. The current process of ACs and SOs or even more importantly
the evolving cross constituency working groups writing a report and
tossing it over a wall to the Board is not working well. Groups are
under pressure to be concise and brief in their reports to ensure
that they are not incorrectly condensed by staff before consideration
by the Board. It is impossible to take a complex subject that may
have been discussed over 10s or 100s of hours and expect that a brief
report captures all of the necessary nuances. It is really necessary
that there be some level of Director involvement in the discussion
process, preferably with some interaction and not just as observers
(but Board observers would be better than nothing). In the absence of
that, there must be at least an opportunity for discussion with the
group after the report is created.
