The Formation of the IRT team
I am submitting for the ATRT's review a paper concerning the formation of the Implementation Recommendation Team (IRT). It provides an analysis of the way the IRT was formed and the way it has operated up to the point of producing its report. The formation of the IRT raised various procedural concerns on issues of transparency, inclusiveness and openness. These concerns have also been previously expressed and are shared by the non-commercial users group.
