Dear BC Members: I have been asked to forward the following to the 
Constituency. The recommendations in these recommendations do have an impact on 
the Constituency, and Commercial Stakeholder Group's Charters. The BC has 
several members who are engaged in these working groups, and I will ask that 
they share their views about areas of particular interests or concern that the 
BC members, or the BC might want to make comments about.
