Yes, you are reading that correctly. One week after the close of the comment
period, ICANN has reopened it and extended it to January 15th --
http://www.icann.org/en/announcements/announcement-2-17dec10-en.htm .
Recall that both Fred Felman, for MM, and myself, for ICA, had urged such an
extension in the opening days of the Cartagena meeting. Apparently, ICANN was
so swayed by this improbable alliance that they granted the request, albeit
belatedly ;-)
