I agree.
And in this case, am proposing this as chair, which I rarely do, but we have
had a lot of member comments on this topic over our various meetings and
calls. This is more a StratPlan/Operating Plan topic, not a Council issue. So,
this letter would support any comments of councilors within the Council, but
would go to the Chair/CEO/President, and Board.
I am proposing a letter from the BC Chair, noting that this concern is a BC
concern. The letter would be circulated to members for acceptance of the
language of the letter.
We need to send the letter by the end of January, in order to have effective
visibility.
I'll do a draft, but would welcome some additional members on drafting and
editing. Other volunteers?
Chris, I am including you as V.Chair, Finance and Operations, and perhaps the
two Finance Committee members as well?
Others who want to join this quick turn around drafting should so note.

I have been concerned about the lack of a compliance chief and two staff
members since just after the Brussels meeting (some 7 months ago). For this
reason I asked our new COO about it in Cartagena at the BC meeting… We were
told that the method of interviewing and ascertaining who the new compliance
chief would be was complicated insomuch as every candidate had to meet with all
of the senior ICANN staff as well as those he/she would be supervising. That
sounded a little like a smoke screen to me, but I accepted it. At this stage,
however, is it not time for the BC to send a letter to the Chairman and the CEO
noting our frustration? The CEO assured all of us in the public forum that he
was committed to ensuring that the community had all of the resources necessary
for compliance to be a robust component of the new gTLD program, as I recall.

I am also quite concerned about these vacancies, but also the related vacancies
for enforcement /compliance.
The comment made about staff support for Council policy development really
didn't touch these critical positions, and it is very important that Berry and
Adam are
calling your attention to those positions.
Adam, Berry, I am working on comments on the Ops Plan/Budget. I am thinking
that we should make a clear statement on the implications of these positions.
I am not going to dwell on this, but having hired, trained, and coached folks
in such positions, we MUST recognize that being hired is not being effective in
a position, leaving aside other challenges. So, ICANN's delays in hiring have
significant impact on ability for staff to actually 'do their job'.

I know these jobs require skilled managers and are not easy fills, but it
alarms me they have gone vacant so long. I don’t understand how we can
seriously expect good results from even the best planning, if there is a lack
of leadership to execute those plans.
This concerns me, and assuming others feel the same, I think it is something we
need to continue to use our BC voice to remind ICANN that it must have an
effective staff infrastructure in place that instills trust in the community.
This is now more important than ever.
