[bc-gnso] BC discussion on limited round new gTLDS

If we are to get any traction on the concept of a limited round we need to
answer the question: how do you limit?

The answer has to provide ICANN with a reassurance of being able to do so
in an equitable way , that would not be subject to litigation.
