In Focus Area 4, aside from saying that they will continue to implement ATRT
recommendations, and recognizing that ICANN will come under greater scrutiny
and review, the only new language that appears to be ethics-related is "ICANN
will continue to evolve Board of Director policies to reflect best practices in
multi-stakeholder model governance." (p. 17) That's pretty general. It also
makes no reference to best practices for staff, not just the Board. And it's
not clear what other multi-stakeholder entities they may be looking toward to
gauge best practices, as ICANN is fairly unique in its operating style.
So I, for one, will be interested in hearing actual details in the ethics area
described in Dakar. I am also particularly interested in whether ICANN believes
that California law prevents it from imposing post-employment occupational
restrictions, because if that is the case it may well feed additional criticism
of ICANN's operational model - as a California non-profit corporation with
enforcement powers limited strictly to contractual compliance with contracted
parties.
Finally, in regard to contracted parties, while there is a reference on p. 10
to improving "the contractual compliance regime for registrars and registries"
in relation to reducing registration abuse and malicious conduct, there is not
a hint of implementing contracts with UDRP providers (and it's unclear to me
whether URS providers for new gTLDs will be placed under contract or simply
accredited and left to go their merry way). Last year the BC called for a halt
in accreditation of any new UDRP providers under a standard agreement was
entered into with all incumbent providers.

Just a notify that draft 2012-2015 Strategic Plan was published a few days
ago both in clean and red-line versions.

Closing date 17th November.
It will be republished (without further comment period) for board approval in
Dec.
This is a earlier timetable than last year (publish 25 Nov 2010 and close
extended to 25th Jan 2011)

The metrics for achievement of Strategic objectives have been well modified and
community feedback is specifically requested in this area.
Chris Martin and Phil Corwin and others who as individuals, have spoken on the
ethics and integrity challenges should consult "Focus Area Four" - "A healthy
internet governance eco-system" and offer us an thoughts on this and any
changes in the plans' direction.
Other members please offer insight into the other three focus areas or your
interest, namely
