[bc-gnso] Business Constituency comments on WHOIS Proxy/Privacy Reveal & Relay Feasibility Survey

The Business Constituency (BC) offers the attached comments on survey results 
regarding feasibility of studying WHOIS Proxy/Privacy response to reveal and 
relay requests.

Susan Kawaguchi was lead drafter for these comments, which were authorized by 
BC membership on 16-July-2012.
