Here is a link to US Ambassador Terry Kramer's December 13th Press Briefing at
the conclusion of the Dubai WCIT meeting --

"Number four, internet governance. In several proposals, it was clear that some
administrations were seeking to insert government control over internet
governance, specifically internet naming and addressing functions. We continue
to believe these issues can only be legitimately handled through
multi-stakeholder organizations."
And here is a link to the list of the ITR signatories, as well as a map showing
signing and abstaining nations - Who Signed The ITU WCIT Treaty... And Who
Didn't<http://www.techdirt.com/articles/20121214/14133321389/who-signed-itu-wcit-treaty-who-didnt.shtml>
- interesting to note that the next two ICANN meetings will take place in
nations, China and South Africa, which are now officially on record as favoring
government control over Internet governance rather than ICANN's
multi-stakeholder model.
