Dear BC Members,

After the Toronto meeting and the presentation of the African Strategy, a
working group for the Latin America & the Caribbean Strategy was formed in
which the eInstituto is an active member. The group features Latin American
and Caribbean participants from every SO/AC.

Four key areas of interest were defined for the Strategy: Political Issues,
Capacity Building & Outreach, Operations and Economic Issues. The Economic
Issues focus on promoting and measuring the development of the broad DNS
industry in the region, and eInstituto has been intensely involved in this
aspect.

We can highlight the following objectives from the 4 key areas that may be
of interest to BC members:

- To strenghten ICANN's engagement with regional organizations;

- To promote security, stability and resiliency of the DNS as well as to
facilitate the allocation of resources to guarantee
the stability, security and resiliency of ccTLDs;
- To achieve recognition in the region of the DNS industry as a separate
industry;
- To ensure accountability of organizations that receive ICANN funding;
- To promote participation of corporations and organizations from the
region in ICANN's multistakeholder model;
- To join efforts for an adequate employment of IPv6 in the region;
- To ensure adequate implementation of the new gTLD program in the region.
- To reduce participation barriers for local economic stakeholders, by
promoting online participation tools, creating clear and understandable
outreach content, and publishing relevant Icann documents timely and
adequately;
- To create a regional dispute resolution provider, based in the region and
responsive to the region's needs;
- To support the accreditation of registrars, back-end registries, and
DNS-related services in the region;
- To support ccTLD business models and training.

Special actions and success indicators were provided to implement and
measure the execution of the strategy.

is currently open for comments until March 31. Please let us know if you

liason between the BC and its members, and the strategy WG.
