[bc-gnso] FILED: BC comments on .CAT and .PRO registry agreements

Yesterday the BC filed comments on the .PRO and .CAT registry agreement 
renewals.

As discussed in Buenos Aires and on our list, we simply reiterated the concerns 
we expressed with .TRAVEL renewal.
