Dear All,

I attach version 3 of the Initial Report.  I have:

1.            Added a Title Page
2.            Added a Contents Page
3.            Added an Executive Summary
4.            Added new "Uses" (#21 to 24)
5.            Renumbered "Issues" and added #25
6.            Added specific questions for the community to answer (in the 
Conclusion)
7.            Appended the approved Charter.

Possible further work is to:

1.            Add further Uses and Issues (if you can suggest them!)
2.            Simplify (cut down) Table 2
3.            Add footnote references for the various statements made in the 
first few pages.

All comments and suggestions VERY welcome!
