Since fewer people may be attending Nairobi and hopefully that may marginally
reduce the hectic schedule, I think Nairobi may afford a unique opportunity for
those of us there to take some time on this issue.

Dear Working Group Members:
Set forth below is a review of the discussion items, agreements and to-do's
from the 15 February Working Group teleconference. As described below, I've
attached for your information and review several documents relevant to the
meeting discussions.

Survey Document Discussion/Update:
Rob reported that the survey document approved by the WG was being translated
to ensure availability in all six official UN languages. To enable broader
outreach to potential community respondents, at Cheryl's request, the WG also
asked for the survey to be translated into Portuguese. As of this date all the
translations have been completed (copies of each translation are attached to
this message as an FYI). The Big Pulse survey vendor is currently
building/populating the necessary interfaces for the survey. When the prep
work is completed, the links to the survey document in the various languages
will be made available to all WGH members to promote and circulate throughout
their respective communities.
Potential Meeting During ICANN Nairobi Week:
WG members agreed not to hold a face-to-face meeting in Nairobi, but directed
Staff to attempt to arrange a WG teleconference for a mutually convenient time
during the Nairobi meeting week. Gisella has already circulated a Doodle
Scheduling Poll to identify the best day and time for the call. As of this
afternoon there were three responses to the poll.
Drafting of the Interim Report:
Dave noted the recent challenges in producing and getting feedback on draft
text for the Interim Report and acknowledged that there are still several ways
to approach the document. He agreed to draft some additional text or bullet
points from the ccNSO perspective to try to flesh out some potential consensus
points that the WG can use to structure the Interim Report. Then WG members can
discuss the new materials. It was thought that generating some additional
perspectives or ideas in the Interim Report could also help to form the nucleus
for the Final Report.
Rob accepted the task of create some "strawman" draft text for potential ways
to address the 25 "Matters To Be Considered" in the Initial Report document.
Fleshing out those matters could help with the structure of the Interim Report
as well. Attached please find a set of "strawman" draft text for your
consideration.
WG Time Table:
To provide sufficient time for survey circulation, review and analysis of
responses and to give WG members sufficient time to draft and review additional
portions of the Interim Report, members agreed to extend the timetable for
completion and publication of the Interim Report to a time prior to the ICANN
Brussels meeting - with a further expectation to proceed with completion and
publication of the Final WG Report, if possible, prior to the ICANN Latin
America meeting. There was consensus that the opportunity for community input
was critical to this effort and that extended community comments periods for
both the Interim and Final Reports (just like for the Initial Report) should be
preserved throughout the process. Staff has notified the Board of this
timetable adjustment.
Although my initial plans were to not attend the Nairobi meeting, it now turns
out that I will be there in-person. I look forward to seeing those of you who
will also be attending and look forward to your email comments on the attached
draft "strawman" text.
