ICANN Bod independant review?

  My question is how can the ICANN board be reviewed
independantly by the GNSO, and additionally said review
is under the "guidance from the Board on each reviews terms 
of reference" and be considered a ligitimate independant review?
This seems very much like a oxy moron.
