Misuse of Supplemental Rules

The Supplemental Rules were never meant to be used to completely overhaul
the UDRP process and system.  Once again, an organization is using the
"letter of the law" rather than the spirit of the agreement to try to take
advantage of ICANN.

I believe ICANN should halt the attempt by CAC (and corresponding one by
WIPO, which seems to think it doesn't need ICANN approval to make the
changes) and undertake a complete, bottom-up review of the proposals.
