We need to discuss whether we should make some sort of recommendation in
our methodology paper about legal arrangements.
My thoughts are that if we feel we should then it might be worth saying
something like this:
"Regarding a legal arrangement between ICANN & IDNccTLD operator the WG
recommends that IDN ccTLDs should be delegated on the same basis as
ccTLDs. However, the IDNC WG acknowledges that due to the experimental
nature of the introduction of IDN ccTLDs under the Fast Track, the
overarching requirement to adhere to the IDNA protocols and IDN
guidelines, and to ensure the security and stability of the DNS, ICANN
should be entitled to require the IDN ccTLD manager to enter into a light
weight legal arrangement similar to the current Accountability Framework
model. This arrangement might cover issues such as:
- Ongoing adherence to IDNA protocol and IDN guidelines;
- A mechanism to adhere to the submitted and published language table,
and a mechanism to amend the submitted and published language table;
- A mechanism to ensure adverse effects, if any, related to the
introduction of IDN at the top level, are mitigated."
Just some initial thoughts but something we need to discuss on our call.
