Es Presidente de LACTLD (Latin American and Caribbean country code Top Level Domain Organization), organización que agrupa a los principales ccTLDs de América Latina y el Caribe.


Durante las consultas promovidas por la Organización Mundial de la Propiedad Intelectual (OMPI) para la elaboración de un reporte sobre conflictos de nombres de dominio en Internet formó parte del grupo de expertos.

Participó también en el Comité Consultivo de Membresía (Membership Advisory Council - MAC) de ICANN, organización supervisora de Internet a nivel global, esta participación fue durante el primer semestre de 1998. Asimismo, participó en el Comité de Estudio para la Membresía ICANN (At-Large Study Committee).

Ha ofrecido diversas conferencias en México y Latinoamérica, principalmente con el tema de "Gobierno en Internet", "Nombres de Dominio y Propiedad Intelectual" y "Crecimiento de Internet en México y América Latina". Es coautor del libro ?Internet, El Medio Inteligente?.

Ha sido miembro del Consejo Directivo del Foro Latinoamericano de Redes (ENRED), así como del Consejo Directivo de ISOC-Mex.

Ha sido co-titular en Universidad Virtual del ITESM de la materia "Aspectos Jurídicos del Comercio Electrónico". Las tesis asesoradas han sido en los temas de Gobierno en Internet y Derechos de los consumidores en el comercio electrónico y Calidad en el Servicio sobre IPv6.

En LACNIC ha participado desde su concepción en 1997, dentro de ENRED, posteriormente en su formación como miembro fundador y más recientemente fue miembro de la Comisión Fiscal.

El Ing. Oscar Robles Garay, actualmente se desempeña como Director General de NIC-México y cuenta con una Ingeniería en Sistemas Computacionales y Maestría en Administración de Tecnologías de Información ambas en el ITESM, Campus Monterrey, en México.

Is LACTLD co-founder and President of the Board. LACTLD is an organization of country code Top Level Domains in Latin America, which currently groups 14 ccTLDs from the region. Also seats on the board of LACNIC, Regional IP Registry for Latin American region.

He has participated in diverse forums in Mexico and Latin America with presentations on ?Internet Governance?, ?Domain Names and Intellectual Property?, ?Internet Growth in Mexico and Latin America?

He served as an alternate in the experts group conducted by WIPO in 1997 to comment on the RFC WIPO series, related with: Creation of new gTLDs, Famous marks protection and Uniform dispute resolution process.

Is working on the DNS governance issues since 1995 when he become NIC-Mexico technical manager, then in 1996 participated on the IAHC process and Policy Advisory Body. In 1997 he becomes the NIC-Mexico administrative contact, then he actively participated in the IFWP process, several ICANN meetings and the DNSO formation, hosting the DNSO Monterrey Meeting. He participated in the ICANN Membership Advisory Committee (MAC), the At-large Study Committee (ALSC), Names Council (NC), ccNSO Assistant Group and currently serves on the ccNSO Launching Group (ccNSO-LG).

Holds a Computer Systems Engineer from Monterrey Institute of Technology, and a Master degree on Information Technologies Management from the same institute. He co-teaches the ?e-commerce Legal Framework? course, in the Virtual University of the Monterrey Tech.

Oscar Robles, currently works as Director for NIC México, organization in charge of the ccTLD .MX administration and IP space allocation for Mexican ISP?s.


6. A campaign or election statement of ideas, intent, reasons to serve on the ccNSO Council (500 words)(Voluntary information)

I've been involved in the whole ccNSO creation and launching process and I think this is a good opportunity to provide the work needed to the real launching of the long awaited ccNSO.
