Retiring Country Code Top-Level Domains
Response to the guiding questions: 1. Yes. 2. By providing notice to the current operator to expect retirement at the end of the specified timeframe. 3. New domains would cease being issued immediately upon notice by IANA. 30 months should be the finalization of the deletion process. Current operator would be expected to advise existing users to phase out usage of their existing domains. 4. It would not be test-based. 5. If the new code covers the exact area as the existing code, the presumption would be the existing operator would service the new code. If new codes covers subsets of the existing code, the existing operator would be presumed to continue servicing at least one of the new codes. If the new code covers an area previously covered by more than one code, one of the existing operators would be presumed to service the new code. 6. The country in question would be able to choose (only) one of the available codes.
