Business Constituency comment re: ACDR's proposal as UDRP Provider

Attached are comments from the Business Constituency (BC) regarding ACDR's 
proposal as a UDRP Provider.

Draft comments were discussed during a BC member call on 28-Mar-2013.  Members 
then considered and voted on two alternative draft comments.  Voting was 
conducted in accord with the BC Charter and the attached comment was approved 
by a significant majority of BC members.
