Suggested/proposed closed options for new TLD's

To whom it may concern:

It seems totally counter-productive to consider having closed sections of TLD's 
unless their was one where the name infringed an existing corporate name or 
title.

These should remain open and moderated to ensure that only companies applying 
to join one of  them show some relevance in their business structure that 
qualifies them to be in that particular sector.
