RySG + RrSG comments on CWG-Stewardship draft proposal

Please find attached comments from the Registries Stakeholder Group (RySG) and 
the Registrar Stakeholder Group (RrSG) concerning the 2nd Draft Proposal of the 
Cross Community Working Group to Develop an IANA Stewardship Transition 
Proposal on Naming Related Functions.

In the interest of time, neither the RySG nor the RrSG conducted formal votes 
on these comments. They were circulated and debated on our mailing lists. No 
member expressed opposition to the submission of these comments.
