To Whomsover it may concern,
Internet has become key component in one's daily life of individuals across
geographies.
Observation on IANA transition:
1- The process is limited to elites who have access to high quality of
education. ICANN has made effort to involve multi-stakeholders in drafting
IANA transition rules but the multi-stakeholders have well to do background
with access to information, money and education.
2- Internet impacts life of people who don't know to read or write English.
The language restricts participation of billions of people in participating
this transition.
3- Many people are not aware of the program which has global impact. There
was need of better coordination and wider publicity of this program. I am
not aware if there had been intentional effort to keep this transition to
low profile and avoid publicity.
4- Internet service providers could have been taken into confidence to
promote / publicise this program.
Comments:
1-Since many people are not aware of the IANA and also there is challenge
to close the process at earliest to meet September 30 deadline, my
suggestion is that established process be reviewed every year with
involvement of public. Give people opportunity to provide their comments
online through e-mail.
2- Establish groups or correspondents to lowest level of a province--- In
case of India it should be at country level, state level, district level,
tehsil level and panchayat level.
3- Hold ICANN meet in countries where there are large number of internet
users.
4- I learnt about this program couple of days back. I would like to request
that about a week more time should be given to public to submit their
comments. In the meantime I would volunteer to publicise this program in
India.
