Splitting the fellowship program

Dear All,
A quick comment before the closing of the public comments.

It would be more practical to split the fellowship program and budget in
two.

One to the new fellows and those in their discovery stage alumni whom they
could apply from from all countries according to the new criteria.

The second will be for ICANN *SO*/ACs and other ICANN working groups
members. Per the what stated in the document:  "Priority given to:
participants living in regions/countries that are less present in ICANN
..... Gov’t or ccTLD representatives who did not receive travel funding
from respective ICANN community and express financial need”.

​From management perspective, the newcomer fellowship program will be the
responsibly of DPRD while the other group fellow up will be the
responsibility of their ICANN community to check against their effective
contribution.
