the .eu top-level domain, welcomes the opportunity to comment on the IDN ccNSO
Policy Development Process Report.</span></p><p class="MsoNormal"

style="font-size:11.0pt;font-family:Arial">The launch of the ICANN
IDN ccTLD Fast Track was extremely valuable </span><span lang="EN-GB"
style="font-size:11.0pt;font-family:Arial;mso-fareast-font-family:"Times
New Roman"">in
that it allowed countries that use non-Latin-based languages to also request
top-level domains that reflect their country's name in local
scripts.</span><span lang="EN-GB" style="font-size:11.0pt;font-family:Arial">
It was apparent from the
very beginning that the entire process could be further improved and that
certain
grey areas could be made more transparent and consistent with the availability
of scientific literature and knowledge.</span></p><p class="MsoNormal"
style="text-align:justify;text-justify:inter-ideograph"><span lang="EN-GB"
style="font-size:11.0pt;font-family:Arial"></span><span lang="EN-GB"
style="font-size:11.0pt;font-family:Arial">More specifically, EURid
appreciates the introduction of the “external and independent Similarity Review
Panel” for an accurate evaluation of possible confusing similarities of the
requested string(s), a step that, so far, has been based on “subjective
assessment”. EURid would like to call on ICANN to ensure that this Panel is
coordinated by and includes international linguistic experts. </span><span
lang="EN-GB"
style="font-size:11.0pt;font-family:Arial;mso-fareast-language:JA">As
underscored in numerous correspondences between EURid and ICANN, since 2007, we
have consulted with linguistic experts on all IDN-related matters. Furthermore,
as highlighted in the letter that EURid sent to ICANN on 10 September 2012 and
in the study commissioned by us on the confusing similarity aspect (attached to
the aforementioned letter), “The sheer </span><span lang="EN-GB"
style="font-size:11.0pt;font-family:Arial">quantity of neuroscience research
available
demonstrates that scientific literature on letter recognition and ambiguity is
broad.
In the light of the literature, we can argue that letter recognition should not
be an arbitrary and individual assessment, but should be grounded on specific
cognitive processes involving not only vision, but also cognitive organisation,
experience and cross-modal influences.</span><span lang="EN-GB"
style="font-size:

the same time, in the spirit of accountability and transparency that should be
the basis for any international evaluation process, EURid warmly recommends that
the members of the “Technical Panel”, “Similarity Review Panel” and

Process Similarity Review Panel” be made known via the ICANN website. By
publishing these names, the entire IDN ccTLD Fast Track process will gain

Arial;mso-ansi-language:EN-US">mitigate against criticism.</span></p><p

the appointment of a “Permanent IDN ccTLD Advisory Panel”, EURid would like to
suggest
that this Panel includes scientific experts, and not only representatives of

should be seen as a key goal of the Internet ecosystem, not only to allow all
communities
to speak their own language online, but also to strengthen the multi-stakeholder
model. The IDN ccTLD Fast Track is just one small contribution towards ensuring
online multilingualism. However, enhanced and more structured management of the
IDN ccTLD requests could make a significant difference in the long
