The General Secretariat of the Organization of American States (OAS) agrees
with the comment posted by the Office of Legal Affairs at the United Nations
(UN) regarding the recent IGO-INGO Identifier Protection recommendations
adopted by the GNSO Council (the recommendations). By refusing to protect IGO
acronyms, the recommendations inadequately protect the names and acronyms of
inter-governmental organizations, in that other entities would be able to use
the OAS acronyms to mislead internet users and potentially harm OAS' reputation
(and conceivably ICANN's as well). The OAS agrees with the UN's position
regarding the creation of a preventative mechanism -not subject to the
jurisdiction of national courts- that would allow for the reallocation of
reserved domain names when applicable, as opposed to reserving the OAS acronyms
without any possibility of reconsideration. Thus, the OAS urges ICANN to adopt
a policy that will protect the OAS' acronyms and not just the OAS' names, in
the same manner it protects the International Olympic Committee and the
International Red Cross and Red Crescent Movement.
