The most efficient function ICANN performs is to add .domains to the system.
It is not difficult to be able to take applications for new domains and then
decide whether or not to grant those applications based on a defined set of
metrics and requirements, and it is very easy to delete a domain that is not
keeping its end of the bargain. I would ask whether or not one person could
perform this function, rather than ICANN, with an oversight review board that
reports to the public about the efficiency of that office each month? The one
person would be one of ten people who randomly would be selected to perform
that function on the first of each month, with the other nine non-functioning
workers randomly ordered on the first of the month to replace the person in
charge of the system if the oversight review board finds inefficiency in the
work being performed, reporting to the global public on the 15th of each month?
