Verisign Letter re. New gTLD Risk Fund

One of the points made several times in the RySG comments to the Draft ICANN 
FY14 Operating Plan and Budget was that more detail is needed to allow the 
community to perform a reasonable analysis of the Operating Plan and Budget.  
Verisign strongly agrees with this point and would like to call attention to 
one budget area that is especially lacking detail both in terms of rationale 
and financial data: the new gTLD risk fund.  In that regard, I would like to 
submit the attached letter that was recently sent to John Jeffrey, ICANN 
General Counsel, from Rick Goshorn, Verisign General Counsel.
