Preserve WHOIS anonymity

I urge you to maintain WHOIS anonymity. While a few bad apples certainly
abuse this system, it also protects the privacy of legitimate domain
owners. As a micro hosting provider, I service local/regional environmental
groups, home-based retailers, stealth mode startups, and artists who
conduct their business online. Such groups need the protection of private
domain registrations to prevent harassment and identity disclosure.

Any disclosure of personal details associated with a private registration
should require a court order. The simple procedural review as proposed will
provide insufficient protection for legitimate users of private
registrations.
