Regarding the WHOIS privacy question

Dear ICANN,

Regarding the proposed rules governing WHOIS privacy services, I urge
you to respect the privacy of small businesses, personal website
owners, and other users of the internet. Personal information should
not be made public without a court order; once revealed, it cannot be
taken back.

Additionally, any rule involving a definition of commercial use is
bound to be a disaster. (cf. the debate around the Creative Commons
non-commercial license variant.) An individual asking for donations to
cover hosting costs is not commercial, but there's no way to define
that, and any attempt will have chilling effects on free speech on the
internet.
