1) Anonymous communication platforms are fundamental to good governance and
health society. Anonymous author newspapers (The Economist, published
continuously since 1843) are "commercial" organizations that should not be
discriminated against. Small new web magazines in the same vein should not be
stifled.
2) The rich will always be able to use agents, lawyers, and shell companies to
hide the true owner of a domain. Keep the playing field level for everyone
else.
3) Do not confuse WHOIS privacy, with technical unresponsiveness. There are a
variety of measures or requirements that could be added to make sure the email
addresses for Registrant / Admin / Tech are being watched and responded to.
This would address all concerns of a rouge domain being unresponsive to spam /
hacking / legal support requests.
