It is critical that domain registration data continues to have the option
to be anonymous. The possibilities for harassment, stalking, and threats
against businesses and individuals is immense. In addition to those risks,
it is also easy to see domain registration as an expression of free speech.
By not allowing this form of speech to be anonymous, it is easy to see how
this could have a chilling effect on the community at large.

Please, consider the speech and safety issues associated with banning
anonymous registration data. The actual data is still collected and
available through the individual resellers for legal purposes, and perhaps
an official system could be put in place to collect that data at ICANN, but
keep whois/public registration anonymous.
