Regards to the proposed WHOIS data

To whom it may concern:
  I own a couple of websites and manage a few, all of which are regular
people owning these. What is to prevent people snooping their WHOIS data
with malicious intent to stalk them or send spam to their house, ruin their
lives by going to their town, vandalizing their houses, or sending them
unpaid pizzas, for example?
  There is no reason to expose people's personal information to the public,
as it could lead to the ruining of their lives.
