Adding to the following boilerplate:
I have an unlisted phone number, due to ongoing issues of harassment. If
ICANN requires personal information to register a domain, I will have to
choose between giving up my domain and effectively giving up the
unlisted status of the number.
The purpose of the proposed change is obvious: to drive people away from
personal domains and into the hands of big, personally connected
companies. It's not ICANN's job to hand favors out to Google and Wordpress.

Dear ICANN –
Regarding the proposed rules governing companies that provide WHOIS
privacy services (as set forth in the Privacy and Policy Services
Accreditation Issues Policy document):
I urge you to respect internet users' rights to privacy and due process.
- Everyone deserves the right to privacy.
- No one’s personal information should be revealed without a court
order, regardless of whether the request comes from a private individual
or law enforcement agency.
Private information should be kept private. Thank you.
