How can ICANN justify allowing everyone on the planet access to my address and 
phone number just so that some content providers can more easily attack 
suspected pirates without any legal oversight?  There would be two results:


1)      People will start using false information in their registrations (this 
hurts YOU ICANN);

2)      Marketers and phone scam artists gain access to millions of high 
quality records with a simple bot scanning whois.

Pressure from number 2 will increase adoption of number 1.  ICANN and people 
who have legitimate reasons to contact web registrants will no longer have a 
way to contact them.  The content industry will not gain anything because the 
data will be wrong for them, too.

Everyone loses.  Everyone.
