Domain registration anonymity

Anonymity is important with regard to WHOIS registrations.  The goal is not to 
eliminate valid contact points, but to make it difficult for spammers to use it 
as a way to scrape mailing and email addresses.  Please do not eliminate 
anonymous registration services.  Bad actors will use bogus information after 
this change anyway, so this provides no benefit to anybody.  In fact, the rules 
should be expanded to allow empty contact information if you do not want to be 
contacted.  For issues such as copyright violation, media companies should 
contact the registrar in those cases, who will contact the domain owner.  WHOIS 
information should be private.
