Definition of Rights Holder and related procedures

please find bellow comment focused on Rights Holder and pro-active work 
TMCH Sunrise and Claim Operators.
/The TMCH (Trademark Clearinghouse Rights Protection Mechanism) 
Requirements describe the general mechanisms among all stakeholders, 
especially between the Registry Operators and the TMCH Sunrise and 
Claims Operators. However, I´m missing a *definition who the Trademark 
Holder* *is. *Equally, there is no the information whether any 
*documents are needed to prove* their rights to the trademark or whether 
the TMCH Sunrise and Claim Operators themselves receive information 
about the trademark from official trademarks registers, such as WIPO 
Global Brand Database (//_www.wipo.int/branddb 
<http://www.wipo.int/branddb>_//) or CTM-ONLINE (Community trade mark 
database). Conditions for verifying the rights to the trademark should 
be the same and standardized for all TMCH Sunrise and Claims Operators 
in order to provide more transparency and less bureaucracy within the 
new gTLD process./
