model effectively performing its function of ensuring trust in the KSK

the TCR pool appropriate to ensure sufficient participation in the ceremonies, 
while not overburdening the availability of specific

font-family: Calibri;"><p><span style="font-size: 12pt;">Should there be a 
minimum level of participation required of a TCR in order to be considered to 
be successfully discharging their duties?</span></p><div><br></div><div>I think 
that TCR should participate in ceremony as minimum once a year. Regarding last 
experience to garantee&nbsp;</div><div>necessary number attending TCRs on 
ceremonies - 3 of 5 ceremonies will be preferable.</div></li><li 
style="font-size: 12pt; font-family: Calibri;"><p><span style="font-size: 
12pt;">There is no standard provision to refresh the list of TCRs except when 
they are replaced due to inability to effectively perform their function. 
Should there be a process to renew the pool of TCRs, such as using term limits 
or another rotation mechanism?</span></p><div>I think that TCRs should have an 
opportunity to participate once in KSK ceremony. It will also require to rotate 
facilities.</div><div>Rotation should take in account others factors as TCRs 
level of participation, etc</div><div><br></div></li><li style="font-size: 
12pt; font-family: Calibri;"><p><span style="font-size: 12pt;">The current 
model does not compensate TCRs for their services in order

Calibri;">ensure their independence from ICANN.</span></p><div><br></div><div>I 
think &nbsp;it is still preferable that it should be done by third party 
organizations.</div><div><br></div><ol style="list-style-type:

style="font-size: 12pt;">Should the model of TCRs paying the costs of their

compensation to offset the expenses incurred by the TCRs detract from their 
independence in performing the role?</span></p></li><li style="font-size: 12pt;
