It is my understanding that this report suggests deferring a PDP until other
work on "whois" and the "gTLD Directory Services" are complete.
I would be supportive of this view, as any outcome of a PDP at this juncture
could conflict with recommendations from another PDP, thus rendering the entire
process even more confusing than it already is
