This vertical separation is unavoidable and is a must to achieve transparency
thus stability for long term
1. The legal structure difference in the two will support separate
accounting and statistics to be collected for different operation and access
standard.
Different legal structure does not bar the same persons operate in the two
types of entities, but there should be, say, at least 50% of directors cannot
be the same, to ensure enough separation on the data collected and thus form
independent data set for the separation to be meaningful.
2. Allow registrar to operate both as registry and registrar to a certain
point before they have to separate into two entities to encourage start-up
operation without price cap. This separation point should consider user vs.
potential user ratio, not a simple registered or paying /non-paying user model.
Thus it should be a little more complex model with room for modification.
3. Define registries as the primary network operators covering the
global time zones and geographic area with registrars as backup operators in
case a primary registry is failing to provide such a defined coverage in case
of emergency, political upset, or natural disaster. In such case, the
registrar is prepared to take over a missing registry as its own separation
time comes. Limit coverage for a time zone and an geographic area between 1-3
primary registries. This limitation will give enough competition among the
registries and encouragement for being a first start-up registry and registrar
of an open area or for an underserved community.
