Summary of Public Comments on Permanent Charter of GNSO's Commercial Stakeholder Group
Summary and Analysis of Public Comments on Permanent Charter of GNSO's Commercial Stakeholder Group Comment period: 2 December 2010 – 23 January 2011 Summary published: 25 January 2011 Prepared by: Robert Hoggarth, Senior Policy Director, ICANN staff Background: As part of the comprehensive GNSO Improvements effort, last July the ICANN Board approved (see ICANN Board Resolution 2009.30.07.09<http://www.icann.org/en/minutes/prelim-report-30jul09.htm>) the Charters of four new GNSO Stakeholder Groups (SGs). These SG structures represented a new concept for the GNSO that was envisioned by the Board Governance Committee GNSO Review Working Group On GNSO Improvements (BGC WG -see the BGC WG's February 2008 Report here<http://www.icann.org/en/topics/gnso-improvements/gnso-improvements-report-03feb08.pdf> [PDF, 193 KB]). The Charter approved for the Commercial Stakeholders Group (CSG) last July was termed a "transitional" charter<http://gnso.icann.org/improvements/csg-approved-charter-30jul09.pdf> [PDF, 32 KB]. Sections 3 and 8.2 of that transitional charter anticipated future CSG efforts to establish a permanent “final' charter document. The Constituencies of the CSG (Commercial and Business, Intellectual Property and Internet Service and Connection Providers) have informed ICANN Staff that they have now ratified a permanent charter document. A copy of the ratified CSG Charter document can be found at - http://gnso.icann.org/improvements/csg-revised-charter-30nov10-en.pdf [PDF, 301 KB] Consistent with the Board's oversight authority regarding GNSO Stakeholder Group Charters (see ICANN Bylaws Article X<http://www.icann.org/en/general/bylaws.htm#X>, Section 5 (3)), the Staff is opening this public comment forum to seek community comments on the new permanent CSG charter document. All members of the ICANN community were invited to review the new charter and share comments and observations with the Board and the wider community through 23 January 2011. General comments: No public comments were received during the public comment period. Next Steps: Consistent with the ICANN Bylaws and past charter review efforts, the ICANN Board will review the Charter consistent with the ICANN Bylaw principles. Attachment:
