I am registering opposition to the New CyberSafety Constituency
Petition and Charter. At the heart of the matter is that this
CyberSafety Constituency would solely focus on content while ICANN has
taken pains to stress that it does not regulate Internet content.
Formalizing this group within ICANN would induce internal pressure to
expand ICANN's influence in to areas it has avoided in the past. This
would impact ICANN's resources as it attempts to grapple with issues
that have never been central to ICANN's intent or role.
Internet security is a laudable goal. However, there are already
numerous other organizations dedicated to this concern. Many of these
organizations engage non-profit and private interests and would prove
to be a much more appropriate venue for these concerns than ICANN.
