The cyber safety constituency is a horrible idea.
Cyber Safety is outside the scope of the ICANN's current charter. Such an expansion of scope would lead to many problems for the ICANN and the internet as a whole. Any blocklists or access controls would fail to be all inclusive. As has been shown with the revelation of the blocklists of Denmark, Thailand, and Australia censorship in the name of safety always exceeds its bounds. Online safety is the responsibility of the user, or, in the case of children, of the parent. Access controls are a waste of money, lead to tyranny, and would seriously undermine the freedom that made the internet as useful as it is. Additionally the ICANN has enough other problems with DNS and WHOIS infrastructure. Adding more to the ICANN workload will inevitably fail. |
