Comment re: Pre-Registration Proposal

We do not support ICANN's proposal to accept pre-registration for
new gTLDs at this time.

We appreciate that ICANN is continuing to improve trademark protection 
and resolve
issues around economic demand and impact, root zone scaling, and 
malicious conduct
before it would introduce any new gTLDs.

While these important issues remain unresolved, however, we believe that it
is premature to accept pre-registration, especially when if 
pre-registration would
limit eligibility to apply for gTLDs during the first round.
