EOI = Domain Tasting at the TLD level

EOI is just a form of domain tasting, albeit at the TLD level. It's another 
game for ICANN insiders to play, at the expense of the public. For that reason, 
the DOC should reject the proposed process, and give ICANN greater direction to 
act responsibly.
