Dear Sirs,
Thank you for the opportunity to comment on the New gTLD Program – Draft
Expressions of Interest/Pre-Registrations Model.
We believe the GAC offers very sensible advice in their submission and
hopefully careful consideration will be given to their thoughtful and
insightful comments.
To run the EOI before the outstanding issues have been resolved introduces
the risk of influencing the final implementation of new gTLDs and as a
consequence, the best solution not being reached. Therefore if an EOI is
necessary for internal project management purposes, it should only be
implemented after the remaining outstanding issues have been satisfactorily
resolved and agreed by the wider ICANN community.
Sure contracted parties and would be contracted parties may wish to proceed
as quickly as possible, however new gTLDs represent significant changes and
impacts to one of the most successful systems in the history of mankind and
as result, ICANN has a huge responsibility to the wider Internet Community.
Further the communications period to proceed any EOI window needs to convey
a clear vision which people will have to be persuaded to buy into. If this
vision has to change between communications and implementation it runs the
risk of introducing confusion, costs and damage to the public perception of
ICANN.
