Registrar Disqualification Procedure

Thank you for the opportunity to comment on the proposed procedures 
for registrar disqualification.

RU-CENTER has a few comments about the proposed procedures.

Section 5: Communication and Review

"5.1. After determining that an individual or entity will be disqualified 
under this Procedure, but at least 30 days prior to publication of the 
disqualification as described in section 5.3, ICANN will notify the 
individual or entity of the determination and provide instructions 
for requesting a staff review of the decision."

We thought that it is necessary to specify that in case of individual 
or entity request for reviewing the decision it will come into force 
and disqualification will be published only after this reviewing. 
It is also needed to point out  the period then an individual 
or entity can make a request and quantity of requests.
